Chapitre 156 - The dawn of misfortune

In order to save Sakura, who's lost her memory, Shaoran and co. travel to different worlds!
This time to save Sakura, who disappeared off into the "world of dreams", the party travels to Fai's hometown, the country of Celes. As a result, Fai's past is revealed!
The young Fai, who was born as one of twin princes, was labeled an evil omen, and treated as if he was a criminal. However...
bottom - this is NOT a work of fiction, everything is real, and fai is your father.

I have a question about this line though:
Inarikami translated this line as ""The ruler of Valeria...
is idle and mad..."
In the end they mean the same thing, but I was wondering which one of those is more literal?
First of all let me thank you for your response.
After first writing my post I immediately caught the mistake! (all thanks to your question)
Here is my new thinking on these lines:
ヴァレリアの皇
乱心遊ばし
Obviously the first line is "The valerian king".
But what about the second? It's only two words. The first is ranshin, or mental derangement. The second is asobashi. This is the noun form of the verb asobasu, which means to "to let one play, to leave idle, to do (polite)" [JEDICT, source].
Notice the polite? Even the previous chapter was littered with what i thought was bizzare japanese, but as I now know, it's got to be literary keigo (polite form).
So, the last definition is the answer.
Ranshin is a suru verb - you can go mad.
Ranshin + asobashi = archaic, polite way of saying to go mad.
It's that simple!
So I propose that both Inarikami and I were wrong, this has nothing to do with idleness.
It's simply a statement of fact.
